Started inspection with a test drive to confirm customers complaint and once the test drive was completed we pulled the car in to start the under the hood inspection and found the turbo to be working as designed and further found the wastegate to be stuck open. Inspected the waste gate and found improper operation due to a cotter pin interfering with the wastegate travel. Removed the cotter pin from the wastegate and replaced it with a new one. Took the vehicle on a test drive again and the power was restored and the vehicle now drives as designed.
